日本ではカジノは合法化されていないが、堅くてギャンブルとは無縁のような北朝鮮にカジノがあるのである。
北朝鮮は外貨稼ぎを目的に１９９０年代後半、香港とマカオの資本を誘致、北朝鮮にカジノを設立して中国観光客を呼んだ。
当時、中国ではギャンブルを禁止していたため、北朝鮮は自国にカジノを作れば多くの中国観光客を呼び入れることができるものと計算した。それで北朝鮮と中国との境に近い羅津・先鋒地域にカジノがオープンし、平壌にも外国人専用ホテルの地下にもう１つオープンした。
北朝鮮のカジノは遠征ギャンブルを楽しむ中国人に大きな人気を集めた。そして２年前、官吏が数十万ドルの公金を横領して羅津・先鋒にあるカジノで使い込む事件が発生した。その後、中国政府は国境を越えて北朝鮮でギャンブルする行為を強力に取り締まった。
その後、羅津・先鋒地域のカジノは閉鎖され、今は平壌のカジノだけ営業を続けているが、中国政府のギャンブルの取り締まりがひどくなり、中国観光客の足はほとんど絶たれた状態だ。中国政府のカジノ立ち入り禁止措置は北朝鮮の観光客誘致に大きな打撃を与えていると推測される。
北朝鮮政府の厳しい統制も中国観光客の減少の原因だ。最近、北朝鮮は西欧観光客同様中国の観光客も警戒している上、北朝鮮住民たちと接触することができないように統制している。
これに対して専門家たちは北朝鮮が自国のミサイル実験を非難した中国に反発して取った措置であるだろうと分析している。
